What does the government pay salmon fishers not to fish in Pacific Northwest?

Well, they don't exactly pay them for not fishing. It's more like, they got emergency funding because of the salmon crisis and closures that were imparted on them. The government stepped in and offered some financial relief for those commercial fisheries affected.
